This charge is called IUC charge.

What is IUC?

Interconnect Usage Charge – One Telecom Operator have to pay other Telecom Operator, when call connects from one telecom operator to another telecom operator.
TRAI (Telecom Regulatory Authority of India) has set this IUC charge of 6 paise / per minute long before Jio even started.

Why Jio started charging now?

Jio was paying this IUC charge since it was launched which is somewhat around Rs 13,500 Crore.
TRAI gave a statement where they declared IUC charge will be removed latest by the end of this year. But now  TRAI changed its statement and denied to remove IUC charge. Further added, this is the only source of their income.
Now Jio has already lost so much money, and can’t bear more losses. So they are forced to start charging the amount from the users. But Jio always wants to keep calls free for all of its users.

How it will affect other companies?

Jio wanted to offer lifetime free calling to users, but now due to IUC charges, they have to break their promise and have to charge. So other companies see a small postive as per their markets.
